Playing online casino games in the Philippines is legal, popular and easier than ever. It’s also full of traps. For every licensed site there are dozens of copies, fake apps and offshore brands that look the part but give you no protection at all.
This guide covers what you need to know before you sign up anywhere: how the rules work, how to spot a real licence, how to pay now that e-wallets have changed, and how to read a bonus without getting caught out. It’s written for players, not for casinos.
How online casinos work in the Philippines
Online gambling in the Philippines is overseen by PAGCOR, the Philippine Amusement and Gaming Corporation. It’s an unusual setup, because PAGCOR is both the regulator and a casino operator in its own right. Every legal online casino aimed at Filipino players needs PAGCOR’s approval.
Not every licence is the same. Licensed online gaming here comes in a few main types:
- E-games and e-casinos. Slots, table games and live dealer games played online. Casino Plus and FUNaloMAX fall into this group.
- Online bingo. BingoPlus, for example, holds an Online Traditional Bingo licence.
- Electronic gaming systems. Platforms like GameZone run player-vs-player card games such as tong-its and pusoy.
- Resort-linked platforms. Big integrated resorts such as Okada Manila, Newport World Resorts (through Lucky World Online) and HANN in Clark now run their own online casinos.
You may remember POGOs, the offshore gaming companies that served players outside the country. They were banned, and their licences were cancelled. That matters to you as a player: if a website says it holds an “offshore PAGCOR licence”, it’s either out of date or not telling the truth.
The licensed market is also small and getting smaller. PAGCOR has stopped issuing new online licences for now, and the number of licensed operators has dropped from 74 to 48. Fewer brands means it’s easier to check the ones that are left.
Is online casino legal in the Philippines?
Yes, with two conditions. The site has to be licensed by PAGCOR, and you have to be 21 or older.
The problem is that plenty of sites ignore the first condition. PAGCOR itself estimates that about half of the gambling sites Filipinos visit are operating illegally. They often look polished, run big promotions on social media, and pay influencers to advertise them. But if one of them refuses to pay you, freezes your account or leaks your data, there’s no regulator to complain to.
The rules for licensed sites are getting stricter, which is mostly good news for players:
- ID checks are mandatory. Before your first deposit, a licensed casino has to collect your name, contact details, a valid government ID and a live selfie holding that ID.
- Advertising is restricted. Gambling ads are already banned on TV and radio during prime time, and PAGCOR is working with the Ad Standards Council on rules for social media.
- The debate isn’t over. Some senators have filed bills to tighten the rules further or ban online gambling outright. [CHECK: status of these bills on the date you publish.]
If a site lets you play without checking your ID, treat that as a warning sign, not a convenience.
How to choose a safe online casino
You don’t need to be an expert to avoid most of the bad sites. Run through these checks before you deposit anything:
- Find the brand on PAGCOR’s list. The regulator publishes the brands and web addresses it has approved. If the casino isn’t there, stop.
- Match the exact web address. Copycat sites often use a name that’s one letter off, or a different ending such as .com instead of .ph. Once you’ve found the real one, bookmark it and only log in from the bookmark.
- Look for the ID check. A licensed site will ask for your ID and a selfie. Sites that skip this step are cutting corners somewhere else too.
- Read the payment page. You should be able to see which methods are accepted, any fees, and how long withdrawals take, before you sign up.
- Check the help options. Look for live chat or email support, and for tools that let you set deposit limits or take a break.
- Search for recent complaints. A quick search for the casino’s name plus “withdrawal” shows you what other players are running into.

Deposits and withdrawals: GCash, Maya and bank transfer
This is where things changed the most recently. In August 2025, the Bangko Sentral ng Pilipinas ordered e-wallets and banks to remove gambling links and shortcuts from their apps. That’s why you no longer see casino icons inside GCash or Maya.
What the order didn’t do is stop you from paying a licensed casino. You just start from the other side now: from the casino’s own website or app, not from your e-wallet.
How to deposit
- Log in to the casino using the official site or app.
- Open the cashier or deposit page.
- Choose your payment method, such as GCash, Maya or bank transfer.
- Enter the amount. Check the minimum deposit and any fee shown. At most casinos on our list the minimum is ₱100.
- Approve the payment in your e-wallet or bank app when it asks you.

How to get paid
Withdrawals take longer than deposits, especially the first time. A few things speed them up:
- Finish your ID check early. Do it right after you sign up, not when you want to cash out.
- Use the same method both ways. Many casinos send winnings back to the account you deposited from.
- Make sure the names match. Your casino account, e-wallet and bank account should all be in your own name.
- Clear any bonus first. If you took a bonus, you usually can’t withdraw until its wagering is done.
At most licensed sites, e-wallet withdrawals arrive [CHECK: typical time, e.g. within 24 hours]. Bank transfers can take longer. If a site keeps delaying a withdrawal with no clear reason, contact its support in writing and keep screenshots.

Filipino players have their own favourites, and the best site for you depends a lot on what you like to play.
Slots
Slots are the most played casino game online, and titles from studios like JILI and PG Soft are hugely popular here. Before you play, it helps to understand two numbers. RTP (return to player) is the share of all money bet that a game pays back over the long run, often around 96%. Volatility tells you whether a slot pays small wins often or big wins rarely. Live baccarat
Baccarat is the classic table game in Philippine casinos, and live baccarat brings it online with a real dealer on camera. The rules are simple: bet on Player, Banker or a tie. The Banker bet has the lowest house edge, which is why most casinos take a small commission on Banker wins. If you love baccarat, resort-backed platforms like Okada Online are built around live tables.
Tong-its, pusoy and Lucky Nine
These are games most of us grew up playing at home. On platforms like GameZone, you play them for real money against other players, not against the house. That means skill matters more than in most casino games, but so does choosing your table sensibly.
Bingo and perya games
Online bingo has exploded in the Philippines, helped by tiny minimum bets. On BingoPlus, bets start at one peso, and jackpots can run into the millions. Perya-style games, like the color game, bring the feel of a town fair online.
Sports betting
Basketball dominates here, so it’s no surprise that betting on the PBA and NBA is so popular. If sports are your main interest, a dedicated sportsbook like ArenaPlus gives you more markets than a casino with a sports tab added on.
Bonuses: how to tell a fair offer from a bad one
Casino bonuses look generous on the banner. The real value is in the small print, and four terms decide almost everything.
Wagering. This is how many times you have to bet the bonus before you can withdraw it. Say you get a ₱1,000 bonus with 30x wagering. You’d need to place ₱30,000 in bets before that bonus, and anything you won with it, can be cashed out. Lower is better. Anything above 40x is hard work.
Game weighting. Not every game counts the same towards wagering. Slots usually count 100%. Baccarat, blackjack and live games often count 10% or less, and sometimes not at all. If you mostly play baccarat, a slots bonus may be useless to you.
Maximum cashout. Some bonuses cap how much you can win from them. If the cap is ₱5,000 and you win ₱20,000, you only keep ₱5,000.
Time limit. Most bonuses expire, often after a week or two. High wagering plus a short deadline is a combination that very few players ever clear.
A simple rule: if you can’t find these four terms within a minute of looking, skip the bonus. And remember that you can always say no to a bonus. Playing with your own money, with no strings attached, is often the better deal.
Playing on your phone
Most Filipino players use their phones, and every casino on our list works on mobile. Some have their own apps, while others run in your phone’s browser.
Apps can be faster and easier, but they’re also where a lot of scams hide. Only download a casino app from the official app store or from the casino’s real website. Never install an APK file sent through Messenger, Telegram or a Facebook group. Fake casino apps and “slot hack” apps are a common way to steal logins and e-wallet details.
A few other habits help:
- Turn on two-step login if the casino offers it.
- Don’t save your casino password in a shared phone.
- Play on mobile data or a home network you trust, not public Wi-Fi.

A few simple habits make a big difference:
- Decide your budget before you start, and stop when it’s gone.
- Set a deposit limit in your casino account if the site offers one.
- Don’t chase losses. Trying to win back what you lost is how small losses become big ones.
- Take breaks, and never play when you’re stressed, upset or have been drinking.
